The Brazilian Emissions Trading System (SBCE) has made progress in its institutional structure, but its operation still depends on the definition of core rules for the regulated carbon market.
In just over a year, there has been progress in the system’s governance, the creation of technical groups, a preliminary proposal for sectoral coverage, and the establishment of relevant regulations for the forestry and energy sectors.
At the same time, issues crucial to the effective functioning of the SBCE remain pending, such as regulated sectors, MRV rules, quota allocation criteria, administrative penalties, and price stabilization mechanisms.
