ANM Resolution No. 240 introduced significant changes to the Utilization Permit (GU) system. Among the main changes are:
• Requirement for prior environmental licensing for the issuance of the GU (Environmental Authorization);
• Exclusion of the reference to the GU as a binding administrative act;
• Express provision for a 10-day appeal period.
In practice, the change reinforces the integration between mining and environmental procedures and requires greater planning from entrepreneurs before submitting applications to the ANM (National Mining Agency).
